Customizing media timing for elastic global ranges #589

Elastic global ranges currently use a hardcoded media timings (motion curves) 
which might not always fit for a particular purpose. Especially the bouncing 
curve is often too kittenish for serious applications. The default in the OS is 
a simple quadratic ease out (e.g. for momentum scrolling). core-plot should 
follow that standard.

For customization it would be nice to have a property for each direction.
