better smpp testing #164

Now that #191 has landed test coverage is pretty good. The client and transport modules have the lowest coverage at 79% and 88% respectively. It really would be good to get SMPP up to 100% coverage since it's an important transport. I'm leaving that as a goal for vumi 0.5 though.

Line coverage in SMPP is now pretty good (high 90s) so I'm closing this. If we want specific things covered by tests we can file bugs that specify them.
