Redesign the Docs section

The Documents section in the UI is utilitarian but we want this to instead be an alluring landing page that we can direct people to using hot-links. We plan to store a new type of document, a report, in Chariot in the near future.

The section should contain doing everything it does today + the following:

• More naturally view documents per directory
• Make new reports (which will publish automatically every Friday) a prominent part of the page

We take a similar approach with integrations, so I think we could do something similar with top level directories, and then have some file listing that I do not yet have a design for
