Logical error with integration workflow #154

Bug Description The code that handles integrations contains a logical bug that prevents the integrations from firing. Please see the internal Slack discussion for more information.

Steps to Reproduce

  1. Complete Jira integration.
  2. Update a risk's status to Open
  3. Observe that Chariot never creates a ticket in Jira

Expected Behavior Chariot should create a Jira ticket
