On the interface - the modal box when generating a new risk - let's add options to:
Enter 1+ references per manual risk created
Upload a definition file
Upload a PoE file
If no asset was selected (ie, allow the Actions menu on the risk page to support creating a risk without selecting assets), let the user create "an asset" by specifying a label that corresponds to the risk target
