Bad temp data causes duty cycle cooling/heating threads to shut down and never come back #13

Something like this happens in the logs:

Jul 14 13:05:54 cellar105 python3[9382]: ERROR    fermenator.manager.ManagerThread.FV03.PDB18003 TEMPERATURE MANAGEMENT DISABLED: temperature 85.0 doesn't appear to be valid
Jul 14 13:05:54 cellar105 python3[9382]: DEBUG    fermenator.relay.MCP23017Relay.FV3Cool shutting down relay duty_cycle thread

And afterwards, cooling doesn't pick up again when temperature data returns.
