Possibility to describe pools #133

This discussion made me think of something:

machines loaned to COPR from a university program. Getting more is not
possible there and getting more at other places is also very hard to get

It would be nice if we could optionally define a description field for our pools in pools.yaml and mention any relevant information we have for them. For example, name whoever sponsored them to give them credit. We could then display the description in Resalloc WebUI.
