Confirmation status/ Approval of Booking #41

Booking of a person/resource needs a confirmation of a person. As long as not 
confirmed, the person shows as not confirmed.

This goes for a single Appointment too. An Appointment is confirmed by default, 
but should be modifiable. Also a the notification event should become active 
for the change in confimationstate.

In the same area it should be possible to have a resource as optional in an 
appointment. Optional resources should not create conflicts.

A booking created by a normal user could have a status
of "proposed". an admin user could then approve or deny
the allocation of resources. If denied, the resources
would become available again, and you might display the
denied booking grayed out.
