Add right to modify resources on a user without the right to delete

What steps will reproduce the problem?
1. add "modify models" rights on user ==> delete right allow
2. add "save resources" rights on user ==> delete right allow
3.

What is the expected output? What do you see instead?
I will authorized the standard user to modify resources without giving the 
right to delete it.

What version of the product are you using? On what operating system?
1.7.7 on Windows 7 Pro x86

Hello,

We currently use the 1.7.7 version in production. Our user is waiting for 
response (positive or negative) for a solution to fix this ticket.

There will probably be a distinction between 
edit rights (edit attributes)
and admin rights (edit permissions/delete)

in future versions 2.0 (maybe earlier, but won't promise anything, need to work 
on the paid issues before).
I will post updates on this issues here.
