Change Allocation should be restricted to the resource the user can manage

What steps will reproduce the problem?
1. Logon with user: person to the attached data.xml 
2. Click right on event
3. select "Change Allocation"
4. remove of resource test

What is the expected output? 
What do you see instead?
User 'person' is not allowed to modify the object 'reservation 
[e0ca26b2-de13-48a0-be1e-d881e1464912] {}'

What version of the product are you using? On what operating system?
1.8 Windows 7
