Allow regular expressions and case insensitiveanswers for fill-in-the-blank answers #9

Case insensitive should be default.  I'm not sure of very many
fill-in-the-blank questions where case would be important.  Regular
expressions would allow for optional words and letters.  Examples:

(The)? Melbourne Cup
Festival(s)?
