Create Staff Helper #34

This PR aims too: Organise permissions of staff, eg which staff can ban, kick, and ban-ip in a helpful UI form. This also, makes it easier for players to ask for help, with a chat listener. This also makes it easy, for a just-in-case situation someone gets OP
