Add cache support by saving the command file to the disk at $HOME/.tldr/{platform}/{cmd}.md
Try to fetch the command for the current platform before trying to fetch from common

Extras

Updated remote URL
Changed folder structure to enable use as a library
Remote main logic from main.main to avoid problems between os.Exit and defer
Check the index for the command before doing any GET request
