template localization #364

There are still a couple of templates that need to be localized:

footer_template.html contains
        <li><a href="category-all.html">Software</a></li>
        <li><a href="categories.html">Categories</a></li>
        <li><a href="updates.html">Updates</a></li>

sidebar_template.html contains
        <h2>Categories</h2>

page_not_found_template.html contains
                                <h2>Not Found</h2>

The local admin can and should customize the footer and sidebar templates:

https://code.google.com/p/munki/wiki/ClientCustomization

Since ANYTHING can be in those templates once customized, there's not a lot of 
benefit in localizing the default versions, but I'll look at it.
