Maybe we can reduce the specs of the government to be open standard and transparent. Is open source enforcing a un-realizable constraint?

I think, open-source being realizable would depend on how far we go with it. And since things will evolve with reality - I think we can start with simpler things that definitely can be realized, and address the questionable ones as the grounds below these are going to keep shifting as more implementations make it into the real world.
