Etags default location should point to /usr/bin/etags #8

In gentags.py, the current default location of `etags' is
/usr/pubsw/bin/etags, which I believe is the location of the `etags' binary
on Google's server. I think the location should point to /usr/bin/etags, or
`/usr/bin/env etags' by default.
