Description of issue:
The draft guide uses words such as "should", "must", "may", etc. colloquially. 
In some cases, these words should be capitalized to indicate that they are 
imperatives.

Based on the discussion during public comment, it was not clear how this 
suggestion would be implemented. There was also some sentiment that it would 
not be appropriate in this situation to apply RFC 2119.
