NewBeneficiary/NewAgriculture Clear and Delete Button #175

What steps will reproduce the problem?
1. Choose either New Beneficiary or New Agriculture
2. Enter some data and click menu button
3. Choose clear or delete

What is the expected output? What do you see instead?
After entering some data in both New Beneficiary and New Agriculture if a user 
decides to either clear or delete the data, they have the option of selecting 
it from the menu. When the user chooses clear or delete both buttons don't do 
anything and have no action.

Please use labels and text to provide additional information.
