Adding practical implementation of linear regression algorithm with project structure as mentioned.

Added Linear Regression folder in Algorithms folder of Machine Learning folder which contains-:
1. README.md file with proper documentation and
2. linear_regression.ipynb file with practical implementation.

Can you provide images to show up Linear Regression practically. Also in references, add some resources which would be useful for beginners to learn more about linear regression along with dataset. @ayushi424
