As per Hackoctoberfest this is Ineligible Repository, it says your PR was submitted to a repository that is not participating in Hacktoberfest. Maintainers of the repository can add the "hacktoberfest" topic to their repository if they wish to participate.

Yes I am aware of this. Digital ocean made this repo ineligible. This happened because since the start of hacktoberfest this repository got a lot of pull requests and Digital Ocean thought that it is a spam.
