Empty lookups for glyph 206 & 209 as well .

Expected :
Rule must be written for the formation of these glyph.

Rules written for both of these glyphs. Now there is proper formation of ligature . Glyph 206 : ta_virama_da Glyph 209 : ya_viarama_ka_viarama_ka
