this is a temporary update to allow both site and app to come in a request. We tried imposing the strict reject rule, but had a publisher supplying both. Until we get them to make a change to pass only one, PBS-Java chooses app, then site, then dooh. if there are multiple supplied.

We will tighten this in the future, though may make it configurable until 3.0.
