Refine MSPA wording #5447

After several discussions with legal counsel we came up with a refinement to terminology. Several of Prebid's documents use "MSPA" as a shorthand for "the set of technical protocols GPP SID 7-12". This is even less correct than calling GPP SID 2 "GDPR", because MSPA is not a law.

This PR shifts the terminology to call the collection GPP SID 7-12 by the term "US Compliance", trying to make more clear the role of the actual MSPA within the whole complicated thing.

Note this may be in flux, the IAB legal affairs counsel is fielding a variety of proposals, including removing covered=2 from the section 7 string, and/or adding a section for non-covered transactions. I'm comfortable with all these changes, but the strict re-alignment of mspa with section 7 may indeed be on the horizon.
