Sitemaps for doxygen #344

We need doxygen 1.9.7 to get support for generating sitemaps.

This is version currently requires Ubuntu 24.04, which ships version 1.9.8.

Once we have an official release to upgrade to, we should and reapply the commit https://github.com/precice/precice.github.io/commit/6de079575386af071facaa0dd25f8e4f483b8794
