Add RTC Batteries to Jetsons #3

As of now, if the Jetson is powered off and does not have an active Internet connection at boot it fails to keep track of the current time.

This is important for time-stamping collected data and logs when under a flaky connection.

We can purchase a battery to be added to header "RTC_BATT" on the devkit board.

As an update:

We ordered 30 of the above linked batteries but unfortunately the connection did not match up as expected.

Other options need to be investigated.

Have not made progress on adding RTC for the AGX Orin carrier board in the multicam system.

I think that may be the type for the AGX CB at least.
