Create procedure for tightening / installing M12 cables correctly

Rationale

• We have had issues with eh consistency of installed M12 connections on the Pm3D multi system and elsewhere.
• This has resulted in some connection failures, particularly camera cables.

What done looks like

• A basic procedure for installing the connectors written on Confluence.
• Any tools specified added to PartsBox.
