Documentation for NAIR

Create documentation for the 3 main datasets in confluence. This can be brief. Emphasize what's unique about each one. Descriptions should not include common features for all 3. Common features can go in the general NAIR overview section. Briefly describe the 3 datasets:

1. WIR
2. CCIR
3. CIR

Common features across all 3 datasets should include:

1. Collection methods
2. metadata (what and how)
3. label information
4. classes

Use CityScapes website as an example for the layout and format.
