Update the design for Next buttons to make it more obvious. #209

What's wrong

the next button is just a line of text with an arrow next to it and is hard for users to see
the next button is also only located at the top of the screen, some pages require to scroll to the bottom to complete.

What done looks like

The next button needs to look more like a button
we need to add a next button to the bottom of the pages in order to make the site flow more user friendly

Where the changes need to be made

Either creating a new footer component to be used on all pages to advance the step or adding a new button to the bottom of each existing component.
