removed old data dict legacy api call #490

updated data dict to use new api call

Ok so i did some research and found out why this is happening. The midwest data in the dataDictional endpoint doesnt have any detailes insided any of the attributes. I wrote the logic to skip over any attributes without any data so its not just a title and a blank space or filler text. Since there isnt any data for any of the Midwest they its only returning the titles. Thoughts on how to handle this better?

this is still not picking a default region for the explorer
