remove region from history and fix a couple location bugs

What's wrong

• whenever you select a new location on the map, click next, and then go back it resets to the capital and the region is updated to the capitals region

What done looks like

• whenever the user changes their region in the dropdown, it should clear all location data so that soil and weather information is blank
• region should no longer be remembered as a user level history data point, it should be field level
• rename LocationComponent.js to Location.js
