Updated CI
- Added Ubuntu 24.04
- Restored Clang on Linux (https://github.com/actions/runner-images/issues/8659 was fixed)
Reenabled -O3 optimization ~and LTO~ in the Makefile
Fixed the CI badge on the README

This PR is a placeholder in case you need me to update PRPLL to restore compatibility with the PrimeNet API.
