[WIP] Implement Notifications Service #25

What this PR does.

[x] Implement Ability to retrieve fcmToken from firebase.
[x] API to Update the fcmToken for a user.
[x] Get user Token and update it.
[x] Abstraction at Firebase Function level to send notifications on new Owe (see https://github.com/preetjdp/YouOweMe/issues/15).

Quirks

The update Login in Flutter is a bit weird requiring me to Future.delayed to wait for things to load before I can update the user. https://github.com/preetjdp/YouOweMe/blob/66f21ca1b2e0e6f54cf5d9f0facfd6d43f73b12c/mobileApp/lib/ui/HomePage/homePage.dart#L25-L33
