regenerate monarch_context.jsonld to use the latest changes from dipper/curie_maps.yml

@cmungall The upstream curie_maps.yml already had the fix for oboInOwl and NCBIGene prefixes.

This should be fixed with the next pull, we removed the year from the curie map with https://github.com/monarch-initiative/dipper/commit/30c530fb752a0637e37af30990ef7051c7c5987a
