Civs can currently unrestrain people that have been restrained by cops. They should only be able to unrestrain people that have been zip tied, so they have to use a lock pick to free people restrained by cops.

I'm fairly sure this wasn't the case before 3.1.4.8 - i had a look but I'm not sure how it differentiates between someone that is restrained by a cop and someone that is zip tied.

Yeah there seems to have been some stuff amiss, so far I think I fixed the following issues:

Civs can only unrestrain people that are ziptied and not players that got restrained by the cops (cops will still be able to unrestrain ziptied people)
Players bugging out if the cop that escorts them gets killed
Took a very close look at the code monitoring excessive restrainment and it will only auto unrestrain players if they are restrained for more than 15 minutes, are not in a vehicle and no cop is withing 30 meters ( @CeltS-Dubbz261 we might want to experiment a little with that range? what do you think?) - otherwise it will check again 15 minutes later for the same conditions.
