change the revive behavior based on if (a) medic(s) are online

If one or more medics are online:

• Police should loose the ability to revive
• The respawn timer should be 5 minutes

As part of this I also want to add new hud info for FPS and players online by side, fps would be just a single number and players just one text field cops/medics/civs ( I don't think its necessary to have them separated out)

@CeltS-Dubbz261 I thought about adding new hut icons etc for them but I'm unable to generate paas :(

Just to keep this up to date with some of the stuff we talked over TS:

Rather than going with additional hud icons we decided to implement our own version of the status or info Bar some server display (with fps etc).

@CeltS-Dubbz261 Ready for testing:

Stuff I tested by myself:

• Respawn timer for medics is still 1 minute no matter if there is a medic online or not ;)
• Info bar on the bottom right hand, displays FPS, Grid Location and player count for cops, civs and medics.
• No medic is online respawn timer is 1 minute

Tests:

• 1 Cop and 1 non medic, player dies Cop can revive player
• 1 Medic and 1 Civ or Cop, Civ or Cop dies and has a 5 minute respawn timer, medic is able to revive.
• 1 Medic and 1 Cop, Medic dies and Cop is unable to revive.
• Test bounty again, I think I accidentally fixed this - maybe ... Cop carges civ with crimes, pardons the civ and after around 1 minute the civs bounty should be back to 0.
