Add ability to seize vehicles #119

I've just been looking for a tutorial for this but can't find one. I'm not sure if it's something we'd even use on the server but I'd like to figure out a way doing it anyway. It would be used for seizing illegal vehicles or even vehicles used for transporting drugs etc. Basically the cop seizes the vehicle and it's then gone for good.

ok turns out they just call it crushing the vehicles rather than seizing them, no wonder I couldnt find a script :P
