Bounty system is screwed #75

At the moment peoples bounties aren't being added properly. People aren't showing on the wanted list. If I manually charge a player with a crime they show up, and it will then show the rest of the stuff they've done as well, but also with a load of "unconfigured" crimes. The amount they're wanted for and the amount that shows on the wanted players screen end up being completely different.

Yeah I think this is just fallout from me hot cluing this stuff in, will give this stuff a proper cleanup.
