Prevent characters from running animations if they are inside a vehicle #76

, the animation should rather be delayed until the character has left the vehicle

The major problem with this is currently tazing which restrains people automatically even if they are in a vehicle - causing some strange stuff to happen.

rolling this into #74 - this is part of the fix for ejecting players from vehicles when they are restrained.
