Adding in a casino #92

Will give it basic functionality to start with which can be improved and added to over time.

This is on the dev server if you want to take a look. So far I've only added blackjack. I'd like to get a couple more games before I add in onto the main.

I'd also like the add the ability for gangs to take over the casino and for them to make money for it. Also maybe the ability to rob it somehow, but something a bit more interesting than the store robberies.

Forgot to say, password for the dev server is 'CeltS'.

I've set it to start the map at night time, it looks pretty bad ass in the dark IMO :P

Will close this issue as the basics are in. We can create new issues for individual features to be added.
