added helm chart source control.
helm chart releaser github workflow.

Please note that the image name and tag need to be corrected, similar to how I did it in this commit: https://github.com/premAI-io/prem-operator/commit/ac0612be1b7f2fd388dd9adba4dcd0f3b6bc7a01

We do already have a Helm release, but it is not checked into source control. I'm still not sure if it is needed to be checked in, previously discussed with @sekulicd. I just don't have a strong opinion either way. It may be useful to see the values.yaml, but it is fairly static as Dusan pointed out.

Makes sense, closing it, will make a different PR just to add chart source in repo.
