Quick debianisation based on the vim-latexsuite package. This creates an UNRELEASED version 9999 package (I cannot find the doc I seem to remember reading about packaging Git source).

I probably missed a few details, but the package builds, install, and works as is, after a

vim-addons install indent-guides

Very much appreciate the PR, but I'd rather not pollute the repo with the Debian specific files.
