Updates apply page #569

Updates apply page with information on upcoming application process. Also updates webpage titles

Change "Apply to PIF here" button to the existing "Sign up for PIF updates" button until the application period is live on May 15.

Capitalize “Cloud” in “Cloud computing” under “Cloud Infrastructure and Technology Leadership”

Remove the asterisk text “Tentative offers are contingent on the successful completion of a background check.”

Next to get ready for apply, add: Be sure to Sign up for updates!.

Would like to update the image header. Let me know if I can share an image and you can crop in some sort template on the back end.
