This is closely related to issue #108

Noticing weirdness with release logic in my test environment when I went to clarify the flags so I'm bumping this for myself. Oddity so far: saving grades on problems in assignments that initially have 0 points MAY behave differently after they have been released once than changing non-zero totals, but requires more tests
