Allow Network Managers to Define Custom Part/Chapter Labels for Networks/Themes

In our most recent PB release webinar, @paradisojr asked whether pressbooks/pressbooks/pull/1440 meant that network managers could now set custom labels for parts & chapters by default (and thus inherited by new books) for network or specific themes. It doesn't, but I thought this was a good idea. Can we permit network managers to

1. define custom labels for parts/chapters globally for all existing books on a network
2. define custom labels to be used globally for parts/chapter in all newly created books on a network
3. define custom label defaults to be used whenever a specific theme is applied on a book in their network [i.e. allow a network manager to label parts/chapters as 'section' and 'unit' for the Donham theme so that whenever a book admin changes a book to this theme, the book would use the new part/chapter labels.]

Please note that in each of the above cases, we still wish to preserve an individual book admins' ability to override network or theme level settings. Once a book admin has customized these terms, we'd want them to remain 'locked' and thus impervious to future changes made at the network/theme level.

Feature Use Case

I could anticipate this being useful for production teams or instructional design units making educational or other materials that isn't structured like a traditional book. Allowing network managers the ability to do this makes things much more efficient for them and allows them to further customize themes as being better suited for specific uses on their network.
