Please note that in each of the above cases, we still wish to preserve an individual book admins' ability to override network or theme level settings. Once a book admin has customized these terms, we'd want them to remain 'locked' and thus impervious to future changes made at the network/theme level.
Feature Use Case
I could anticipate this being useful for production teams or instructional design units making educational or other materials that isn't structured like a traditional book. Allowing network managers the ability to do this makes things much more efficient for them and allows them to further customize themes as being better suited for specific uses on their network.
