Networks that allow self-registration can already require users to opt into a ToS when registering a user account (not using SSO).
I've heard interest in an equivalent setting that would require users to opt into a ToS when creating a book.
This "require opt-in on book creation" setting could be applied at the network level by network managers from the same Book & User Registration Settings page. It could be shown to users before they press the Create Book button on the "Create a New Book" page.

As a client noted, "we’re beginning to see some faculty creating books that don’t really fit the criteria we have for Pressbooks." Requiring opt-in to a ToS upon book creation could mitigate this for networks that allow registered users to create and clone new books.
