Allow WEBP files for upload to the media library #473

Feature Description

A user has requested to upload WEBP files to the media library.

Feature Use Case

The user has previously created a Pressbook on a third party hosted network in which they used WEBP image files in their book. They would now like to use the same images in their book they now have on an enterprise network.

The WordPress media library is extendable to handle other file types. Might this be served well by one of the common WordPress plugins rather than being a specific feature of Pressbooks? File Upload Types, Mime Types Plus, and Pro Mime Types are popular choices that enable configuring additional file types. Pro Mime Types specifically lists being designed for multisite.
