V1 of non-API attribute editing tool

Develop working version (simple MVP that team can inspect/discuss) of non-API attribute editing tool for use in creating collections, setting collection covers and tagging featured or recommended books.

• [x] Create a new private repo w/ initial readme
• [x] Restructure components (split the code and create a better organized structure)
• [x] Add extra validations for some fields to reduce possibility of user error
• [x] Create basic tests
• [x] Add an option to populate replicas
• [x] Add simple http authentication
• [x] Create S3 bucket and manually deploy tool

V1 should only be given write access to dev and staging indices
