'Recommended' Filters Don't Clear When Clicked Twice #194

The 'Recommended' filter selectors do not clear when clicked a second time. All the other filters do. See demo video below. We should fix this.

Works as intended on dev directory but has not yet been deployed to staging.

@SteelWagstaff it just was deployed to staging (https://www.staging.pressbooks.directory/) and it's ready for testing now. We had a timeout from BrowserStack during the E2E tests task in our pipeline. I re-ran the tests and those passed.
