Improve language support #1115

Add support for Khmer alphabet. Replace TTF with OTF for custom language & scripts. Update CI pipeline. Along with https://github.com/pressbooks/pressbooks/pull/2957, fix for https://github.com/pressbooks/pressbooks/issues/2956
