fix: move edit button above content #1156

Partial fix for https://github.com/pressbooks/ideas/issues/420. Accompanies https://github.com/pressbooks/aetna/pull/57.

This PR moves the 'edit' button which appears for logged in users so that it appears above the page content rather than at the bottom.
